India is allowed to construct hydroelectric power facilities on the tributaries of Jhelum and Chenab rivers .But there are some restrictions under the 1960 Indus Water Treaty .The two countries disagree over with technical design features of two hydroelectric plant clamming it violates the treaty.The World Bank said that IWT is designates these two rivers as well as the Indus as the western river which Pakistan has restricted use.
